Blocked/Not Blocked

Over at HMS blog, there's a post about a webpage called the Great Firewall of China that tests websites for you to see if they are blocked in China. I am having difficulty getting that website to work through my German proxy-server that I use to read blocked material, but according to HMS, not only is the blogspot blog of the blogger who sent them the link blocked, but also HMS blog. This was a surprise to me because I read HMS daily, sometimes twice, in China, without the aid of the proxy server. I even have read it in Starbucks. I have even read it in a Chinese-owned restaurant yesterday. HMS, as well as all Typepad blogs, has never been blocked from my viewing here in China. Blogspot blogs haven't been blocked in a month or two, save an occassional day or two. The only blog that has been consistently blocked for me is my cousin's. His is the only wordpress blog I think I read, so I don't know if it is a Denis problem or a wordpress problem.
I can get to, without fail, the website of the United States Catholic Conference of Bishops, but not the diocese of Hong Kong. The website for the Vatican hasn't been a problem any time I've tried it lately, but of course not the Cardinal Kung Foundation.
I don't know if the Great Firewall of China is regional; maybe there are some servers that have blocked certain content that is allowed by others.
