The South China Morning Post is reporting that the Pope wishes Cardinal Zen to focus his efforts on more Mainland issues, because that is what is expected of a Chinese Cardinal (the story is here but subscription is required).

The head of the Catholic Church in Hong Kong says the Pope wants him to pay more attention to affairs related to the mainland church, and to play a greater advisory role in Sino-Vatican relations.
Cardinal Joseph Zen Ze-kiun said that while the exact details of his role had yet to be spelled out, his responsibilities could include more contact with mainland Catholics and advising the Holy See on major issues between the Vatican and Beijing on resuming diplomatic relations.
Cardinal Zen said that during a private meeting last week at the Vatican, the Pope confirmed that he should play a bigger role in mainland-related affairs.
"The Holy Father believes that I should pay more attention to affairs related to the mainland church because it is what a Chinese cardinal should do," Cardinal Zen said.
"He also said I should give him more help as an adviser."

Still no word if this means his retirement from being Bishop of Hong Kong is coming, though unnamed insiders in this same article speculate he may remain Bishop for another three years.
