Rolling black-outs

Way back when Randy first got here, you know, as a temporary assignment, he mentioned in an email I postedhere that Fuyong was experiencing rolling blackouts 2 days a week. Shekou was unaffected by these blackouts. For those two days a week, the same two days every week through September he had to use diesel generators if he needed the plant to run, or he would go use an office in another building that had power.
At the beginning of May, he received his notifications of rolling blackout. Every other day! They aquired more generators, and bought into a secured supply of diesel.
I asked him if the Three Gorges Dam would have any impact on the situation, because I read somewhere (probably SCMP) that the final resettlements were to take place before the end of this year. He said that as far as he knew the Power Plant associated with the Dam is already at like 80% capacity, so the additional capacity probably won't impact the situation.
This really is a developing country.
