So who exactly is trying to get into China?

When we were in the Visa office, I was amazed at the variety of nationalities of people applying for Visas to get into China right now. I would have thought I were in an immigration office in Toronto or New York.
I suspected I would have seen more American, British, or Australian business people, possibly their families. You know, more people like us.
I saw passports from the Philippines & Turkey. I overheard conversations by West Africans in French and two other people in Spanish. There were two men there dressed in a manner I associate with Pakistan; another man looked straight out of a news report from Afganistan. Two young girls in jeans and sparkly t-shirts from India. A few American adventurer/backpacker types. And many, many other Chinese and southeast Asians.
The question should be who isn't trying to get into China?
