Life's a Gas, Deux

So when I wrote this entry the other day, it was based upon an explanation of the gasoline situation in China from a Chinese national.
Wouldn't you know another ex-pat there would have another version?
He basically said to Randy, "Are you kidding? The Chinese government IS the supplier. They control the refineries, too. In Beijing there is no shortage; it is just around here"
I found this article online about it. It seems to be a bit of a hybrid between the two versions of events.
